Pavilion 22bw noisy power supply

When the monitor is shutdown, with power still connected, the 22bw's external power pack hisses. Only when power is disconnected (via power bar) does the 22bw's  power pack stops hissing. Any ideas ? Is this usual ? Thanks in anticipation.
