Graphics/Screen problem, pixel rows shifted

I just bought the following system : HP Pavilion 23-h020a (Product No F7F20AA#ABG)

 

Since I am a long time Linux users, I erased the hard disk immediately and installed Linux.

 

After the install, I noticed the screen is fuzzy because every odd line of pixels is shifted one pixel to the right. You can still see everything, especially from a distance, but everything looks fuzzy. I have researched this problem for three days now and cannot find any clues. I am starting to think it must be a hardware problem. When I take a screen dump and zoom in, the pixels are all in the right place. So the problem happens at the monitor side.

 

My questions : Is this a known problem ? Does it sound like a faulty graphics card ? How can I diagnose this problem further ?

 

Alternatively, I don't mind installing Windows 8.1 just to check if the problem happens there as well, but I did not create a restore disk. Can this be obtained elsewhere (download, HP support, ..).
