Cannot get my HP p6837c to detect second display with correct drivers installed?!?!?!

I have a HP p6837c with Radeon 4200 graphics on board. I bought a Startech DVI-D to VGA adapter/converter to connect a second vga display. My displays are a microtech 715c and an emachines E182H. The catalyst control center will not recognize/detect the second or DVI w/ adapter/converter display. Both monitors will only display during windows splash screen when the ATI or AMD driver installed, once windows boots the second display connected to the DVI port with the adapter will not even be detected, neither by windows "Screen Resulution" or CCC. When all AMD/ATI drivers are uninstalled and the system reverts to window’s base vga driver the second display will show a duplicate desktop on both displays proving there are no issues with the adapter/converter. I have tried all combinations of current and original drivers and software from both AMD and HP, clean installs after uninstall/reboot/install/reboot to no avail, none of them will detect the second display once windows has booted to the login screen. Help?!?
