Volume fades up (or down) - not stable "ramps up" from zero to normal

My HP Envy – 810 has an audio issue where any time you play a sound (in I think ANY application/program) The volume starts out very quiet and ramps up/gradually increases and takes a1-2 seconds to do so.  

 

For many applications = simply not an issue, however, I edit audio in my work (I use Sony  Sound Forge, yet have determined that this program has nothing to do with the issue) on a daily basis.  If I let's say isolate one small piece of audio and try to play it/listen to it, if I select a small enough portion, I CAN'T hear it! (That piece of audio did not have enough time to ramp up to full volume – or ANY volume :-)  

 

Now, If I then extend the Portion of isolated audio to maybe 2 seconds worth, I indeed hear it "ramp up" in volume.

 

Now here is a strange technical kicker:

 

IfI pull up some other audio application – I usually choose a 6-hour video from of YouTube – and click "play" and then mute the volume control on the YouTube player (so the audio is still technically playing) the ramp up issue is "healed" temporarily.  [If I click pause to stop the video, the issue returns… Once I press play again on the YouTube video, the issue is "healed."]

 

Now here's another technical oddity:

 

Indeed, if I play that YouTube video (And of course mute the Youtube speaker icon so that I can hear the audio I'm editing clearly) the oppositebasically occurs: the volume starts off LOUDER and then ramps down to normal level; this happens at about the same speed – 1 to 2 seconds – as the earlier issue of ramping UP from 0 volume to normal.

 

For now, I'm making do with the Band-Aid of playing other audio (muted) while I do my audio editing, but it's still not right; I'm still dealing with the audio volume Levels changing.  In that, even though the audio starts off louder and then ramps down to normal, I'm still able to hear everything I'm editing, so am living with it.

 

What I've tried:

 

Obviously, disabling "Beats Audio" as well as selecting the "when a call comes in DO NOTHING" radio button and selecting and deselecting volume property settings (I could find easily), as well as changing up various settings in Beats Audio Control Panel.

 

To reiterate, I noticed this happening in other applications as well, but obviously if let's say a YouTube video or email notification starts out quiet than ramps up to normal volume within a second or two, it's not only nota problem but in some cases kind of nice.  

 

But when you're dealing with intricate audio editing, you need to have stable audio, thus I am sending out this request for a solution (Hopefully something short of getting a new sound card).
