Installing replacement video card in Pavillion a6212n no signal

Hi,   I have an HP Pavillion a6212n and recently purchased the following video card:
 
 MSI Radeon HD5450 Pcie 1GB DDR3 HDmi Dvi VGA 650MHZ 64BIT Heatsink

I placed it in the PCI-express slot in the computer, and it fit fine in the computer, but I am receiving no signal from this video card nor the onboard video card. If I pull this video card out, the onboard video card receives a signal and works fine.

 

I am installing a new video card because I want to use the computer with dual monitors which i cannot with the onboard video card.

 

When I go to the BIOS to change the Primary Video Adapter to PCI-E, the only two options I see are PCI and onboard!

 

The power supply in the computer is a 300W and the new video card recommends a 400W or greater power supply.

Why do I NOT receive a signal from either video card when the new video is installed but when I remove the new card I receive a signal from the onboard video card?

 

Am I not receiving a signal because the of the power supply and would the new card work if I upgraded the power supply?
