I have an HP 6200 Pro MT (corei3 @ 3.3Ghz, 4GB RAM, 500GB hdd, Windows 7 Pro x64) that works well the majority of the time, however if I run the Microsoft Internet Explorer browser, or try to play streamed video (youtube or netflix), the video playback stutters, stops, and does incomplete screen redraws.
Firefox & Opera browsers work fine, and display websites normally, and video files played from my NAS, on the local network , using vlc or MS Media playerplay well.
I initially suspected a network issue, but the 7 other computers and 3 smart TVs on the lan can play streamed video & browse the web with no issue whatsoever. I ran speedtest.net to test the bandwidth from my ISP, and the up/down numbers are correct: 24Mbit up / 86Mbit down.
Shifting my suspicions to a corrupted Win 7 x64 installation, I performed a factory reinstall from the HP restore DVDs, reinstalled 225 Microsoft updates, updated all drivers, and tested again, only to get the same results.... stuttering of streamed video, and incomplete and hung display redraws in MS IE 11.
Next, I installed a discrete video card to the PCIe slot (Nvidia GeForce 9800GT), thinking that onboard video might be the problem, but still get the same results.
CPU-Z tests on the processor look good, and CrystalDisk testing of the hard drive shows no S.M.A.R.T. errors/problems
At this point, I am hoping that someone else has experienced this phenomenon, and has some answers.
