Monitor won't display power-on password window

I installed a new EliteDisplay e241i monitor on an HP dc7900 desktop running Windows 7 x32. When the system boots, I see the hp splash logo and then the system beeps to await entry of the power on password. At this time the monitor is displaying a message that the input signal is out of range. If the user enters the password, the system will go ahead and boot but it is frustrating for the user. I researched the message and saw where I should use F8 to go into system startup settings, but I can't get there, or it won't display.

 

I have no idea what to do now.
