Another problem when updating my graphics card

A few weeks ago I tried updating my video card to a new EVGA 750ti card, however that didn't work out (Screen wouldn't boot past initial blue screen, motherboard would beep every few seconds).

After some research online I figured out the issue had to be with my computer's Legacy BIOS and the card requiring UEFI.

 

After some more research, I found that MSI makes video cards with a little switch on the top that allows you to set the card on Legacy BIOS, or UEFI BIOS. Essentially allowing the card to work on older computers.

After a week of returning the EVGA card and purchasing the new MSI card, unfortunately I ran into the exact same problem. As I install the new card, the screen sticks on the same blue HP screen, keyboard and mouse are unusuable, and my motherboard beeps. 

No matter if the switch was set to 1 (Legacy) or 2 (UEFI) the computer would not boot up, just like the other EVGA card. 

 

Does anyone have any suggestions on what will fix the issue? I checked online and it said that some users found the card worked after disabling "Secure Boot" in the BIOS. I have a Windows 7 computer, and I don't see that option come up for me. I think it's only available for win8 devices.
