monitor comes on and back off in cycles

I have a HP Pavillion 23 inch monitor.  My problem is it will come on like normal, stay about 2 seconds then go black for about 10 seconds then will come back on to normal.  It keeps cycling like this.  When on, if I can get the mouse to something and click on it, it works as normal.  Any ideas?
