My 23xi display is flickering and has lines

Tried a new cable and checked my laptop with a different monitor. It's defintely the display. It kind of pulsates and parts of the screen have subtle vertical lines--not completely opaque. And I can just barely see slivers of previously viewed screens within the vertical lines. I thought that meant it was a problem with my laptop, but I can see the lines and flickering in the display even when it's not plugged in to the computer--when it's just displaying the no input window.

Am I just out of luck? Is it dead or dying? It's not even a year old...
